I think it depends on how much horse experience you have exactly. I would recommend that you read: Joe Taylor's Complete Guide to Breeding and Raising Racehorses. I know you do not want to get into the thoroughbred industry, but the advice and knowledge in this book is extremely helpful to anyone owning horses. That is a very broad question and in order to give you more help, you would have to be specific to many things, including your budget, resources available and projected customer base.

First of all, you should get a nice stable, or you have a place, build it. Then the horses, and two or three cowboys.
