What country do you think is the best place to outsource? (Like outsource IT operations of a company etc...)?

I noticed that outsourcing has been very rampant this past 10 years. Some IT Operations (Programming Support etc) have been outsourced in the Philippines, India and China for their LOW cost. Where do you think is the best place to do this outsourcing and why?

India. There must be a good reason other companies are heading there. Low labor cost, many people with computer degrees, etc.

I think India is the best place because,low cost of labor and what about the hi-tech workers in Silicon Valley who lost their jobs in the last 5 years.Any suggestion?
