Working Construction under 18?

Is it possible to work construction under the age of 18?...is there some sort of paper work you can fill out saying it ok for you to be working construction under the age of 18? ....Working as a construction labor....in the state of New York. If you get a work permit.....is it possible for you to work as a construction laborer?
