Who has to pay for a security officer commission?

My co-workers and I are being forced to pay for our own professional licensure. We were trying to find out if the Department of Labor or other entity in government ofver the state of Texas has any statutes regarding who pays fees for professional licensure. The kicker to this question is that when we are terminated for whatever reason, we get to keep our licensure. We were told that explains why we ahve to pay for this out of our pocket. Our pay rate does not justify having to pay the 80.00+ for our licensure.
