Please tell me the difference between Construction Foreman and Construction Project Manager?

Also, what is the salary difference. This is for residential construction of upscale homes in New York

A foreman supervises the labor force, the project manager oversees the entire project; budget, city codes, etc. I live in Pa so I do not know the salaries in New York, but, I would say the the Manager's salary would be a lot higher than the Foreman.
