The NY Office of the Professions' Online Verification Searches system does not list phlebotomist as an occupation requiring state license to practice http://www.op.nysed.gov/opsearches.htm . However, I suggest that you check with them to verify whether this is indeed the case
According to Salary.com, the average income of phlebotomists in the US ranges from $24,252 to $28,524 http://swz.salary.com/salarywizard/layouthtmls/swzl_compresult_national_HC07000109.html
I suggest you contact the association of phlebotomists to get more information about this career as well as certifications you need

The American Society of Clinical pathologists have the most recent wage/salary survey for laboratory professionals, you can look under phlebotomists, or lab assistant, the survey even break it down according to region. http://www.ascp.org/Certification/ForProgramDirectors/research/documents/wvac2005.pdf
As far as I know the only states that require phlebotomist license are California and Louisiana. The recent licensing law that was passed in New York, only affect testing personnel like (CT, CLT, CLS, etc) and histology tech.
Best of luck.
