what is the payroll records retention requirement in California?

What I am looking for is the requirement of an employer to maintain payroll records and the time limit. A friend is looking for her payroll records to prove employment and her former employer will not cooperate. Evidently the former employer does not have them. Social security has no record of her employment with this employer....so obviously something is remiss. What are her remedies?
