You really need to get proof. Seeing is believing!! Do whatever it takes to provide the information that you need to show the owner. You can't just go up to the owner with accusations about a general manager that has been with the company for 25 years without proof!! They will probably just laugh at you. If you have to, and you are absolutely sure this person is stealing, install a hidden camera where you know you can get evidence. He/she is innocent until proven guilty. If you do it right, this could work out to your advantage! Good luck!

You cannot fire someone without proof. Especially someone in such a position that has been on the job that long. So gather strong convincing evidence and present it to the owner. Go

Is he a relative of any of the owners in anyway?
I ask because after 25yrs.people tend to know
what they have in an employee.Owners may
be choosing to ignore his behavior for some reason. It is not just in this case but all cases you have to ask your self what it is you expect
those in power to do with the documentation you provide. Right now you need to start
documenting everything to back up your claims.
you can't go to upper management with a he/she said thing.Document the theft through
inventory,night counts,etc. Lies can be a little
tougher but, with vigilance can be documented.
This proper process will take a while and he
may just get a warning.
