Help Writing Flyer for a Young Ex-Con, Day Laborer?

My neighbor is 24 years old and I'm trying to help him. At the age of 17 he attemped to rob a bank in a broken down getaway car. After 7 years in prison, he has been released to care for his mother who has multiple sclerosis and cannot walk.
The young man is trying to change his life around by getting a job in order to care for himself and his mother. The immediate problem is that he cannot get a driver's license and vehicle insurance until he pays $2000.00 in fines.
I don't understand how the judicial system can release a person in such a situation and expect them to survive without going back to crime.
We live in a small town where there is no public transportation and it's 15 miles to a larger town.
The young man has no skills other than the strength of his back and his determination to work. He's been surviving on mowing jobs during the summer but those are coming to an end.
He'd like my create a work wanted flyer for him but I'm stymied as to what to say. Help!

I would try to get a "reference" from some of his lawn mowing jobs - and see if he can turn them into snow plowing jobs for the winter.
Since he's enterprising, have him to go people with dogs and offer to poop scoop their yards for $10 / $20 each - it's easy work, no one wants to do it, he can ride a bike to get to each place, and raise the money to get a driver's license.
I don't think flyers work - if it's a small town (I used to live in one) - see if you can get the local newspaper to do a human interest story on him with the poop scoop angle and him on a bike - at least where I lived, people would give someone like that a break.
