Labour costs in India are lower than f.a. in the U.S. The work ethic among their rising middle class and their eagerness to study is very high. India used to be an English colony and their educational system is still based on the English system. English is still an official language within the government and used as a "lingua franca". many Indians therefore speak English. From a business point of view moving businesses offshore is a way of controlling the rise of labourcosts in the US and elsewhere in the West. When the Indians get too expensive corporations will move elsewhere.

what are you talking about? How can costs be an advantage? Do you mean the pay? The pay would be an advantage, if it costs you to work there that's definately a disadvantage.

Offshoring can also allow the company to service their customers on 24/7 basis. When we are sleeping, they are working.
As for working with Indian engineers, I've never worked with them before. So, no help here.
