That's going to be REALLY hard to do. American firms sponsor people from other countries all the time but they have to be able to prove to the government that they were not able to find someone already here after making a "good faith effort" to do so. If you are looking to be trained in this area, it is going to be hard to make the case that you already have skills that aren't here. Oracle skills across the board are in high demand here and there is a shortage of people with them, but you will probably find it MUCH easier if you do your training where you are and THEN start your search here.
