Im a planner/scheduler, what should be my next step in order for to become a Project Manager?

A planner and a project manager are two very different positions. Very much like the difference between a technician and an engineer.
I would start with the PMI Institute. You can become a member and with time become a certified project manager (PMP). It is almost like an apprenticeship. I would also pursue a college education in business administration, engineering, project management, or a similar course of study.
There are many types of project managers. Two examples are those who are only project managers (those who manage any project but are not technically versed at the end product), and those like myself who are both an engineer and project manager (and have a reasonable understanding of the job functions of everyone involved in the project).
Some of the most important traits of a project manager include
1. An ability to negotiate.
2. The understanding that you have all of the responsibility and nearly none of the authority (few project managers have functional authority over those involved in the project).
3. Be very organized.
4. Be able to multi-task.
5. You cannot be afraid to call someone on the carpet or needle those who are either unable or unwilling to pull their weight.

In my opinion go to your local college or on-line (i.e. U of P) and take the Project management course and get your certificate for project management. Once you compeleted your course take the exam for Project management certification that will help you at your current position or a new position outside your current employer. If you go on-line and look for project management positions the majority of employers are asking for this certification. And the are willing to pay $$$$$$$ for an individual with this certification.
