I need a more concrete definition of harrasment?

This is not sexual in nature but just a guy at my job who won't leave me alone! He's this very unusual guy that gives me the creeps but for some reason wants to just talk to me all the time. I try to avoid him and he follows me. I ignore him and he tries to get my attention. The thing is he isn't DOING anything other than just trying to bug me all the time. So I need a definition of harrasment that doesn't involve sexual misconduct, to make this stop.
This man is not keeping me from doing my job. He just won't leave me alone!

If you tell your boss that the guy is preventing you from performing the duties they pay you for by talking to you all the time, they may get him to stop. After all, they are losing money from the lack of production. There is such a thing as hostile work environment harassment, but it doesn't seem as though that is the case and they deal with frivolous complaints as seriously as they deal with true offenders. Worst case scenario; tell the guy to take off, but in a nice way so you don't get accused of anything yourself.
