What is the difference between a buyer and a purchasing manager?

In the context of procurement in a manufacturing environment what is the difference between a buyer and a purchasing manager? Who is better paid generally and what is the difference in their duties?

It depends on the form and setup of the organization. Generally Buyer is a person who is responsible for obtaining samples of products, placing orders and visiting stores and shops. He usually performs oudoor work. Purchasing manager is the incharge of all the purchases and oversees the work of the buyer. Purchasing manager decides the rates, quantity, the quality and selects the supplier as well.
