Not sure if this is something you can study specifically in a class or anything. A Facilities Manager would basically manage a facility. It's pretty self explanatory. If you are a manufacturing facility of plastic spoons - the facility manager would oversee that everything is running smoothly - he isn't necessarily the person who runs the production line - but he is that persons boss. He would be a basic overseer of the whole operation and make sure everyone is doing their jobs.

Check this out very carefully now, sounds like you don't need an education for facilities manager, sounds like it's as close as your toilet facility! Or you could study industrial engineering.

A facilities manager oversees the building and it's related equipment and systems. He/she would not look after production equipment or the staff or anything not related to the building and the grounds it sits on. Everything from the air conditioners to heating system to the electrical and water, to the lights and walls and grass.
A mall or large office / apartment building would have a facilities management department with a staff that would keep the building properly maintained.
In a smaller company, the service department would also look after the facilities unless the landlord is providing the service for them.
As for collages or universities, call them and get their courses and see if they offer a course directly related to it. If not, you can start with a diploma in air-contioning or plumbing or electrical systems and work in the facilities department and work your way up to management.
