Is it important to be TIPS certified to work as a bartender in California?

I just took this bartender class and they say I should be TIPS certified as well. I can't find anything about it on the California ABC website. Is this a scam?

Bartending Schools teachs you how to make colorful water. As long as you are the legal age to serve liquor you are a Bartender. The only legal thing you have to do is taxes and disclose this with the IRS. But if you took a basic chemistry class and know how to talk to people than you have become a bartender.
