He needs to be licensed (typically, as a Master and not a Journeyman) to do work on his own. If he's doing work that doesn't require a license, then he can get the most somewhat will pay him. If he doesn't have a license, that means he isn't insured and you won't be covered. Of course this all depends on your particular State's requirements for licensing. Whatever he can get someone to pay him assuming he is running his own business. When you go to a company and get a job you are stuck with what they pay you. Remember people will get more than one quote so be in line with your competition.
