What to do about a co-worker who is cheating peoples payroll?

We have a payroll lady who has been caught in the past docking peoples pay out of spite for no reason. I asked for copies of my timesheets and found I had been docked over 8 hours over a 2 month period! Once she was called out on it, it stopped, at least for me.
Well, now there has been an upset in the office and she is at the head of the whole thing. She does not like certain ways I do things and has started this whole uprising with upper management. I called her out on that, too, and now I just passed my timesheet and it has been changed shorting me over 2 hours for this week!!!
I plan on bringing this to the attention of my manager and HR, but I just wonder is there anything else I can do?
the problem I face is we are a small family owned company - the only person higher than HR is the owners, who just want to sit back and collect their money. And she has been here for quite some time.
She has sucessfully run off 2 employees that I know of for being rude and just flat out impossible to work with.

Oh definitely, File a grievance with the state that you live in. Make sure you document EVERYTHING! Documentation is key. Good luck. And to be on the safe side start sending out your resume, you don't want to be in that type of environment.

Bring it to HR's attention immediately, especially if you have an open door policy. She should be fired for this. Don't let it go on another day!

HR would be your first thing to do and do it immediately.
Most employers have a complaint company that works for them...fair work ethics...you should report her to them too.
If HR does not get it done, go higher.
Make sure you go through all of the proper channels and chain of command.

Bring it to there attention but not just with words. You need to put it memo form so that when or if it happens again you can have proof that this situation was previously addressed. They should also send you a response to what will be done to correct this problem.

She sounds like a right spiteful moo-cow!
Do you have a union also? If you do, even if you are not a member they may be able to help.
As the others said, management and HR are the first stops, go and see them, but also inform them that you will be complaining in writing and do it that day.
Are there any others who are willing to back you up on this and confirm it has happened to them too?
Also, don't go to any meetings etc on your own. Ask a colleague or friend to come with you, someone who can make notes of what is said, because in those situations (like being at the doctor!) we tend to forget what was said to who and when.
Try to show it's happened before, and make notes of any little thing, including times and dates etc to back you up too.

Copy your timesheet BEFORE you hand it in. The next time she shorts you, point it out to her and the owners in a meeting together and be sure to mention that it has happened before. (As for proof of the past times it happened, did she have to write a new check to you, give you an extra check, or add it on to your next check?) Let them know if it happens again, you will go to the labor board. No employer wants that!
