I would list your objective as you have limited work experience & the reader might find it unclear what you want to do.
Start with Skills & Experience as your first part and bullet point your skills - gained via work, volunteer or education. This should come immediately after your objective to make up for your lack of work experience.
Don't be so descriptive about your volunteer work. Do not include the hours of service - it almost appears as if it's court mandated. Save that for your cover/introduction letter. For example, you could say:
While I have limited paid on-the-job experience, I have gained valuable skills from my volunteer involvment. During my time as a Oviedo Police Explorer I have learned (enter learning experience) that has taught me the importance of being reliable, dedicated & responsible.
