Can a chemical technician who is foreign national be directly employed in canada?

My father is a chemical engineering graduate from Asia. He is planning to migrate to Canada but he wants to know if he can be employed directly to companies in Canada, even at least as a chemical technician or laboratory technician just by presenting his credentials once he is there?. Can the salary of such jobs be able to provide for a family of three?
