who builds assembly lines in factories, what are their job titles?

Manufacturing/Industrial Engineers. They are tasked with helping to figure out the best way for material to move through the factory and how quickly things can be built. They study the rate at which things can be done, account for human factors and machine factors. They come up with the timeline of operations, come up with the best way of laying out the factory, decide how many machines/people you need. They constantly refine the process (i.e. how about doing B first instead of A).
It's what I do for a living.
