Can a felon work for a department of the US Government, such as the agriculture deptment or the VHA?

My brother in law is trying to apply for a position as a cook at the Veterans hospital or a janitor at a dpet. of agriculture building but he is a prior non violant felon, can he?

It will be very hard for him to get the position, but some people are more easygoing about it if it wasnt too serious of a crime. Its deffineltly going to be hard though with a record.

No felon's can not work for goverment or state jobs
