To what extent should a supervisor counsel his/her employees?

Depends about what. A supervisor shouldn't get dragged into the employee's personal life and certainly shouldn't get involved in serious counseling about how to manage serious mental or physical health issues. The supervisor is not qualified. However, if you mean counseling about job performance, or job expectations, or about ways to do the work better--that is exactly the supervisor's job. A team leader just assigns work. A supervisor is responsible to get the work done and that can only be done by counseling employees about how to get there.

Counsel employees on what? Example; if an employee comes to work '(bad) smelly' the supervisor should at least ask the employee 'why'. Some people are also physically allergic to certain smells. However, as a general rule, ones cologne or perfume is their choice.

counseling...bad choice of words.... explaining what the job performance is suppose to be, might be better. Stay out of personal problems, inless your getting complaints, like odor.
