what will give the punishment our factory supervisor not to follow or achieve the production target ?

I am factory manager managing 15 nos line supervisor,I regularly giving more instruction to improve more production output and product quality standard.I prepared to given production target and quality standards.but,most of the supervisors (with willingness or effectiveness) giving output 80 to90%level only.quality standards also not 100%level.Why did not interest more?!Where is the problem?how to improve(methods) work style,i,e need changes like revolution give your experienced tips

Punishment does not work in long run. You have to talk to individual supervisor to know his difficulty and help him to resolve. In case you find some one is doing so deliberately, sack him.

just reduce ur target by 10or 20%. . . ..newys jokes apart i feel u shld do smthng to enhance their amusement level, or offer dem smthng which lure dem. . .i mean sort of some personal benefits......... try to create a working envronment whch iz full of verve if dey are working to their optimum effortz den dese efforts cud be accentuate by creating zesty , amusing and interesting working environment
