16 it's just like every other store, there are child labor laws that the business has to fallow. If they dont fallow the rules they can get into really big trouble.

the one down the street requires 17 or some kind of hardship permit for 16

Why don't you call them and ask them. I would guess 16, but it could change from state to state. I'm in Nevada, where are you?

18 years or older (depending on your state laws 17 with a workers premit. (in most states)
