Sexy clothes at work - is that sexual harrassment?

At work there is a super hot female, young to mid 20's. She wears really sexy clothes. Today she is wearing a mini skirt and I think she's also wearing a thong, by the way the skirt hugs her ass. I can't get any work done! I've been watching her all day long to see if I can catch a glimpse up her dress. Can I file a complaint against her for sexual harrassment?

Technically yes. In theory, anything that anyone does, whether it is spoken or worn, that offends another person in the workplace can be considered sexual harrassment. Unfortunate, but true.
