If your applying for a bartender / server is it normal to offer a position as a hostess first?

They say they will promote you eventually and that the positions aren't open for server / bartender at that time, what is the deal with this ? Why would managers say this ? Has anyone ever heard this before?

Yes, it's very common. Hostessing is the best way to get to know how the restaurant runs without the pressure of learning the menu, cashiering, etc. Make it known that your intention is to become a server or bartender. If they don't promote you within a reasonable time (say, 6 months) start applying elsewhere. Since you'll have had restaurant experience already a new place may consider you for waitstaff instead of hostessing.
