How do I start a small house-cleaning business with no credit and very little cash? What are the steps I need

You start out very small...yourself doing the work. If you live in a small town it is very easy...put up some flyers at the local businesses like the grocery store and gas station. Most areas have shoppers or penny saver papers, the ads in them are cheap. Word of mouth is good too...tell your friends/family/pastor/doctor etc you are available to clean. Check with city hall to see if you need a permit for cleaning and an attorney for if you need to carry liability insurance. Check with a tax person/cpa in your town that can tell you how to pay in your taxes quarterly... Get some written references as to your integrity from non family members...you might even ask the police to run a background check on yourself. Offer them to prospective clients. Start doing homes at first...they usually supply the cleaning supplies. Save your money...then when you can afford to buy your own equipment, branch out to offices/clinics/restaurants etc. After you build your clientele, you will be able to tell if you can expand or need to expand to include other workers...that is when you will need to incorporate. If you live in the big city...you will most likely have more competition and will need to do things differently. Check with the small business administration or better business bureau to see if they can assist you in learning what licenses/permits/insurance you will need and they may perhaps financially assist you in getting started but will require a prospective analysis of your costs and income. Either small town or big city...stay honest, honest, honest! Do your job precisely...those two qualities will build your business faster than all the advertising in the world. Good luck to you!

Honestly, you will need a few things. First you will need a business name (DBA). If you are worried about getting sued get an LLC instead. Next you will need business insurance to cover you on the job. Then you need supplies to do the jobs. Advertising can be free, use word of mouth and internet sites like Craigslist. If you need more money to start, sell things you own to raise capital. If you believe in yourself you will have no problems, just work hard.
