I am working as Software Test Engineer, but I am interested in Java Development. Can i shift my career ?

Absolutely not. You are required to have the same career your entire life. You must like what you do, never be promoted, and never switch departments. Its entirely not normal. Come on..do what you want.. Pick up some development books and see if it interests you.

Sure why not. In fact being a software test engineer enables you to understand some of the process involved & essential in development processes. Never hurts to study more on programming like Java, C++, C# or even .Net.; these can enable you a career as Software Developer/Programmer.
