will come out to almost 16k for 12 weeks training is it worth it?

Wow. Whatever happened to on-the-job training? My father was a crane operator and never went to school for it. I'm going to have to tell him there's such a thing nowadays. That sounds awfully high to me. How much does a heavy equipment operator make now? You should do some research about it and see if it's really necessary.
