Admin is generally referred to as a business function. Something people do or as an area of business functions. As you mentioned - general administration. Administrator is a role/position in business. For example, employee benefits administrator, database administrator etc. So if someone would to say "I work in benefit admin" means s/he works in the benefit administration department. It would not inform whether the person is a phone operator or someone who has knowledge of employee benefits. On the other hand if someone say "I work as a benefit administrator". It would inform your that the person knows something about employee benefits. Best wishes.
