Is it true that construction laborers can become tradesman after a few of years labouring and 1 year training?

From what I have heard from friends after 2 years of working as a laborer with say a plumbing company, you can do 1 year at collage and come out a fully qualified tradesman.

usually it is 4 years in field to become licensed plus you have to pass a state exam. This si still only journeyman though and not a master which I am foggy on the requirements.
