How to approach employers for a full time Human Resources Manager position?

I'm an HR Contractor in the LA area and I want to go full time with a company. The problem is that hiring managers or employers are not comfortable with hiring contractors for full time employment. How do I overcome that obstacle?

If the company is really decided on not hiring a full time HR (for some reason/s) try to engage with an executive head hunter who can make an investigation for you and find out why they don't hire HR managers on a full time basis. You may also consider looking for companies who take HR more seriously and are willing to take you on a full time basis. Is it pssibble that they find you too expensive?
