Should I notify human resource in addition to my manager when resigning?

I will be placing my resignation letter on Friday. Should I write two different resignation letters: one for my boss and another for human resource? Or would a letter to my boss be enough?

Just cc H.R. Your H.R. does your cobra and you need that. Have them MAIL everything to you. Do NOT sign cobra there. By doing this you get extra time on your coverage because the 60 day clock starts when you receive the paper work.

You should resign to your boss. In your resignation letter, thank them for the opportunity to work for the company. Assure them that you will complete or hand off any open projects or assignments before you go. If you can, also offer to answer questions for your replacement after you leave. (They won't ask, but it leaves a good impression.)
The manager will turn it over to HR immediately, while they decide whether to have you work out your two weeks notice, or whether they will let you pack up and leave. If you are going to a competitor, they may ask you to go immediately, in case you decide to take company materials. Typically, if they decline your notice (have you leave immediately), they will pay you out for the two weeks, because you 'offered' to stay.
Do NOT use this as a place to complain about conditions or your treatment. If you feel you need to give HR some honest feedback, save it for the exit interview.
You never know when you might meet up with your old boss or a co-worker in a future job, and how you resign is important. I once had a former boss work FOR me as a sub-contractor!

Yep, I agree with Sue. You write letter to your boss and then it will be passed on HR and HR will proceed all process.
