What are the best ways to go about looking for a job in human resources?

I am working on my BA in business administration and would like to find a job in NJ in human resources. I have very little civilian experience in this field. What is the best method that you have found for looking for a job as far as job search websites, head hunters, etc?
Just finished 5 years of active duty and I take online college courses. Looking for a way to get noticed without paying someone a ridiculous amount of money to write my resume or find jobs for me. If you have a recommendations of online resources that have worked for you, please let me know.
