Hiring process is this normal?

I applied to two position with different division with a organization the position I applied for is the same however the division are different and they have different locations. Example one is a storage house seeking a laborer, and the other is looking for a laborer for construction work.
Why would it take one division to make its hiring decision rather quickly and the other division takes 3 month to select someone to the position?
Keep in mind that they just conduct interviews and select their candidate(s). Processing the hiring candidate(s) is another division. I say this because in one of the interviews I was told that it can take up to 3 month to be hire because of the division that process the people that are going to get hire is slow in processing applicant. Does this make sense?

No, this does not make sense. Unfortunately
it is all too common. Hiring processes are developed over time and if not monitored for efficiency they can evolve into a series of jumping through hoops that prolong the process. The jobs you applied for are similar. They should have a screening and interview process that identifies candidates and tools to select those best suited for the job. If that is all they are doing in that department than they should be completing this a lot quicker. If it is a government agency that would explain it. You would be better off getting hired by the more efficient division. I would bet the other departments in the 2nd example operate the same way. Good luck with your search.
