How to gain entry in the Department of Labor? Do I need my masters?

I'm currently a graduate student and I've established a career goal. I want to work for the Department of Labor. Specifically the Employment & Training Administration. I've come to realize a lot of times it's who you know instead of what you know, but I'm just trying to get my foot in th door and I don't know where to start. Also, I was wondering if I need to complete my masters degree, especially if I work my way from the bottom to the top?

Yes. you should not only complete your masters degree , but also to MBA in HR field

First the answer that said make a video resume....... I almost fell out of my chair in laughter.
No master's needed and even if you had it you might find yourself over qualified on top of having no experience. So foot in the door first and then make contacts...... the way of the government. DOL is a very large organization so just get something....... you can switch later. But then again giving a shot at applying directly might work as you never know.
An avenue you may not have thought of. Apply to a contractor that does much work with DOL. Later you will make contacts. Basically just get in with somebody as much does depend on who you know.
