A home inspector is someone who works with realtors, investors, and prospective or current homeowners to evaluate the condition of a property (many times as a condition of securing of a loan or insurance).
A building inspector is an individual usually employed by the city, county or state to inspect construction (new & remodeling) as to meet current city, county, state, national or international building codes.
Some work with fire depts to ascertain the seating capacity of commercial establishments. Many building inspectors have
been contractors before becoming an inspector.
Each states requirements are different,
so check out what Colo. requires to become either a home or building inspector.
A house inspector USUALLY
has a lot less education required
to work in their field,
and USUALLY a lot less LIABILITY.
A building inspector can stop a
construction project cold in its tracks,
and of the two his job is
MUCH more important in the eyes of the law.
(and the liability is usually on the city)
and you can't fight city hall.
Basic construction experience for both and then
commercial construction for the building inspector
is almost a given (at least around here).
Go to your local building inspection office
and ask them about the requirements
(then you'll get no suprises)

No, a building insp makes sure a building is structurally sound meeting all the county guidelines and all permits are in place. They monitor the progress of each step in the bldg process. A home inspector is someone you pay when you are looking at buying a home and they are suppose to check all major areas of the home and identify problems. You then take that info and either tell the seller to fix those problems or make them lower the price so you can have it done after you buy or you might choose not to buy the house. i don't know how you go about becoming either.
