i notice some employers are looking for a CFC or hvac recovery licance what is this for?

it is the requirement by the EPA that anyone who does a/c or refrigeration that they know how to handle,reclaim and dispose of freon and related products

Not sure what CFC stand for but, HVAC is: heating, ventilation and air conditioning. Each person takes a different amount of time to get this certification. It all depends on your personal like and time.

It's actually a certification rather than a license. This certification is required by the EPA. It tells the employer that you passed all the tests for your certification and know how to properly handle and recover the refrigerants for your certification type. HVAC employers look for the Type II or better yet...Universal certification. The employer will require a copy of it before they interview you for any technician or similar position.
If you are looking for an office position in a refrigeration company generally this certification is not required.
