It's going to vary depending on the state, and very likely depending on the prison, as well. Max. security prisons probably pay more than min. security due to higher risk.

State employees are paid on a wage schedule. A medical records clerk would fall under the administrative or secretarial staff, and would be assigned a pay grade. That pay grade makes the same as all others in that pay grade. Generally, an office clerk makes $8 - $10 an hour.

A government job website should have the average salary of a medical records clerk in a state prison. Not sure that there are too many jobs, however, for such workers in the public sector.
