Can a civil engineer work as an architect?

Please explain it for me.I mean can a civil engineer design a building like an architect LEGALLY? or joins architectur awards?He can or can`t?I `ve heard that It is diffrent from state to state.If It is right please tell me which states.And thell me about another country if you know.THANX

Architects draw nice pictures and engineers of one sort or another do all the planning of the pieces that have to fit together to make something look like that. Civil, structural, mechanical and electrical engineers come to mind right away. No, a civil engineer is not qualified to practice architecture, although he, or she, may certainly design a building. There is a difference and I can't explain it because I don't really understand it either.
I'm a technician and inspector. I have to make sure it all works at the end.
