Hi,
Try to think in terms of skills, interests and abilities when looking for a job. You do have a lot going in terms of experience in:
*Management
*Data Entry
*Filing
*Working with heavy equipment (are you certified for forklift?)
*Experience in working in all types of weather
*HR Certification (Do you have any interviewing, HR experience, too?)
*Basic computer skills (which programs did you use on your previous job?)
What comes to mind for me is working as an HR Person for a temporary agency, they usually post their job openings in the local newspaper, or monster.com
I also think of the skills used by a manager / assistant manager in retail businesses, or factories, or etc.
Look through your local phone book or drive around and see if the local businesses take applications or have a web site in which they post their job openings.
Also be sure to ask the people you know if they have heard of anything available that you might be able do.
A couple of general search engines, try typing in some of your skills in the keywords slot and see what comes up:

Extra things to know:
*Study the job description and use that to tell them which of those skills you have that make you qualified for the job.
*Remember to give an example or two of how you have used the skills that you had described in the interview.
*Also research the company, so that when they ask you what you know about the company you can tell them.
