A certificate proves that you have met the requirements of a school, company or other entity. For Licensing most governing authorities require 4 years proven employment as an apprentice or helper and may require successful results on a competency test. You may cheat the process, but overstepping your ability can be costly and embarrassing as well as very dangerous. Visit your local building inspectors office for correct and accurate information for your locality. _

Well, to legitimately get your journeyman liscence, it takes 4 years total of classroom training, and hands-on field experience. Just buying the liscence isn't going to automatically qualify you to be hired as an electrician. If you have looked at job classifieds, every employer requires experience, and you hands-on field experience counts.
