Tell them it's not allowed without approval, and stick to it. Also, documentation would help (section of Employees Handbook). That's the way it's always been for me in any company I've worked for. Don't feel bad, you're just following procedure.

When you say, "I am finding it hard to discipline my employees about overtime" do you mean that they are taking advantage of it, "milking the clock", working more overtime hours that the amount of work would justify? Assuming this is the case...what to do here depends on what the priorities are of this company (and priorities can change over time....today's it's cost-control, maybe tomorrow it's getting ahead of the competition). If the work is getting done and you think it can be done with less overtime or no overtime, maybe it IS time for such a policy (e.g. noone can work overtime unless approved in advance by management). However, it would be best to include something that will motivate your employees rather than bum them out.
If you feel like you generally have a good relationship with your employees and you respect and trust them (and vice-versa) and want to keep it that way, you might try having a meeting with them first to see what's up, and explain what you're dealing with (that you need to keep costs down and there's too much OT).
Sometimes you can be surprised at what a good group of employees can come up with. Do you as the supervisor have any flexibility on spending, such that maybe everyone could get a bonus if the work is done in the normal amount of time (without OT?). That could be a way for everyone to earn some extra $$ (obviously you must make sure YOUR boss is OK with it and that it ultimately costs LESS than the current outlay for OT).
Sometimes monetary rewards aren't really what people want..they want recognition for a job well done. But that combined with a bit of a bonus may get your productivity up AND your OT down.

You could post a note by the time clock or put a note in with their pay checks saying that OT is not permitted unless otherwise noted. Make sure they know that IF they do work OT they will NOT get paid for it.
Good Luck =)
