$1,245.90 per month is the starting base pay for an E-1 basic recruit. After basic training you will get a promotion and have the chance to go to a school. After that your promotions will depend on your aptitude and application. There is also a family allotment and housing allowance. This applies to both the U.S.C.G. and the U.S.A.F.
As far as going to Hawaii, both the Coast Guard and the Air Force have a base in Hawaii however you don't just get the assignment you want. Sometimes out of school the top graduates get their choice of assignments but there may not be an opening when you want it. The normal tour of duty is 3 years at any one base.
Most larger cities have a recruiting station for all of the services. I would suggest that you visit each of them to see what they offer. Depending on the needs of the service there are different benefit packages offered. You might even try the Army and Navy just to compare.
According to one site you can make up to $40,000 enlistment bonus: https://secure.military.com/Recruiting/page1.do?ESRC=cbggl_join2.kw
