I am an IT professional who has worked as a senior qa analyst for the past 3 years and am completing a certificate program in Project management, also a member of PMI . I was laid off recently and need a good recruiter who will find me a comparable position or one that will allow me to transition into Project Management.

It seems to me that you're trying to get out of development and get in the exciting world of project managers.
