what is the salary for civil engineer with certificate of autocadd, archicad,3d max?

Since you said "certificate" I'm assuming you don't have an actual college degree...Bachelors, Masters, etc
You can't get an position as civil engineer with anything less than a BS degree and at least 5 yrs related experience.
I have an Advanced Honors Associates Degree in CAD technology. These days noone will hire me into any drafting position, even with 6 yrs previous work experience in the field because they're looking for those who have a BS degree. Without that degree your best bet is to look for entry level, no experience positions which are few in number, especially for architecture and civil.
