What's the difference between an assistant manager and an assistant to the manager?

Lately I've been curious as to the difference between "assistant manager" and "assistant to the manager." I've been watching The Office, LOL (US version) and my friend just asked me what the difference is. Now I really wanna know.
Do they have different tasks and responsibilities?
Which position is higher up?
Are they the same?

Assistant manager is manager over people, tasks etc., next step below manager. An assistant to the manager would be like anyones assistant, does their phone calls, gets their coffee etc. Assistant to the manager would be lowest, they don't manage anyone.

technically speaking no difference, different companies have their own designations (in terms of speaking), but function wise there is no difference.

The assistant to the manager would have to get their coffee, do the phone calls to everyone, and practically be their slave.
