is Hotel & Restaurant Management is the same thing as a chef or explain the two?

Managment oversees and manages the employees; the chef creates and cooks the menu.

Management controls every aspect of the restaurant(financials, readiness, employees). The chef is expected to control the kitchen and the make the food to perfection.

Not even close. The manager is usually a bitter asshole who acts like they are king shit on turd mountain where the chef is usually a bitter drunkard cokehead who sexually harasses the waitstaff.

This is a broad term which could mean almost anything in the management field. If someone is looking for a chef / line cook, though they are usually more specific. That term usually signifies front of the house management in restaurant terms.
