I don't believe that they get a high salary but most don't go into the addictions field for the money :) One may be able to make a better salary if in private practice but after getting a lot of experience in the field.
I believe that there is supposed to be quite a bit of clinical practice that one needs to complete before sitting for their certification(s).
For general info: http://www.bls.gov/oco and can search 'counselors' or such.

Essentially, yes.
I don't know about LA, but I live in central Illinois and used to work in HR in a rehab facility... the counselors made anywhere from 8.50 an hour to $25,000 annually. Pay is generally poor in the field, but money usually isn't the reason people go into that line of work.
